Presumably the same way other labor laws got put into place: violence. People had to fight and die for an 8 hour day and protection from exploitation
Back in the day, Unions had their own goon squads who’d watch out for, and deal with, anyone who tried to use a strike or picket line to use violence for their own personal ends. There’s always someone who wants to throw a rock at a cop or burn down a store when they know that the Union will be the ones who have to deal with the consequences.
In the early part of the last century, people actually thought throwing bombs would bring down the banks; instead the banks got the government to create the FBI.
