Looking at the Street View, it’s a mini roundabout, with barely any space. A mini roundabout has no stop signs. There’s building in the corner that might be blocking the view of other cars. And I’m pretty sure no one follows the speed limit.
Extremely poor road design. That is a simple T-intersection and it should be a 3-way stop, nothing more. A roundabout is completely inappropriate there.
I have no idea how that keeps happening. @IllNess @PowerCrazy Mini roundabouts don’t sound like a sane idea to me.

A 3-way stop would be a solid and cost effective drop in replacement. Just paint and new signs.
